N4 The Downs Grade Separation Scheme
Scheme Description
The N4 The Downs Realignment scheme opened to traffic in 2001. It is approximately 5km in length. There are eight at-grade junctions on this scheme with eight median openings. Traffic on the N4 has increased significantly in recent years and these junctions and openings are now a safety concern, in particular the junction with the R156 Killucan Road. Westmeath County Council in association with the National Roads Authority now intends to examine the closure of these median openings and the provision of a grade separated junction for the R156 Killucan Road.
To assist in the project, Westmeath County Council has appointed JACOBS (UK) Ltd as the consultant engineers for the project.
The project is currently at the preliminary stage, with work comlpleted on the Constraints Studiy and initial public consultation.
The purpose of the Constraints Study is to gather/collect all available data on major engineering and environmental constraints within the study area. Data collection for the Constraints Study has begun. Traffic Surveys within the study area will be commissioned shortly. It is anticipated that the Constraints Study Report will be available by the end of 2007.
To assist in this phase the first public consultation is planned to both inform the public of the scheme and afford the public the opportunity of highlighting aspects of concern or special interest to be taken into account in advancing the planning and design of the scheme. It also provides a valuable opportunity for the local authority to learn about matters of particular local concern and sensitivity, which should be taken into account in identifying the preferred design.
The public consultation will be held at The Downs GAA Club on the 31st October 2007 from 2pm to 8pm. It will be advertised in the local press and radio.
Once the Constraints Study is complete, the Route Selection Study can commence. Possible route options within the study area will be identified and brought forward for public comment at a public consultation in early 2008. Following input from the public, government bodies, environmental specialists and key stakeholders, an emerging preferred route corridor will be selected. The emerging preferred route will be placed on display in mid 2008.
It is intended that the Preliminary Design, Environmental Impact Statement and Compulsory Purchase Order documentation will be complete by mid 2009.
